Introduction

Introduction
      Taiwan University of Education (TUE) headquarters was founded in 2012 in the University of Taipei (UT). The origin of TUE can be traced to 2010. On Nov. 30, 2010, the University of Taipei[1](UT), National Hsinchu University of Education(NHU), National Taichung University of Education (NTCU) and National Pingtung University[2] (NPTU) united to establish TUE. After reporting the idea to the Minster of Education, the four universities held a total of six meetings to discuss and draw up the founding plan. After the meetings, they also invited professors and experts to join in and asked for their advice and opinions. Under the cooperation and collaboration of these schools, the plan was finally approved by the Ministry of Education on July 28, 2011. According to the meeting minutes, there are six reasons showing that it was necessary to establish TUE:

1.  Schools of education are similar in mission and culture.

     No matter UT, NTCU, NHU or NPTU, the four universities have more than 65 years of history in education and are dedicated to furthering education; moreover they keep a similar traditional education spirit and a pure and precious campus culture. School consolidation has been an issue of great concern for many schools recently in Taiwan. Considering the development of universities of education in the future, integrating the educational resources is a way to face the challenge. 

2.  Schools of education lay the foundation of national K-6 Teacher Education.

     Education is the foundation of a nation’s development. Schools of education have the responsibility of supporting our government to establish a quality educational environment and foster students.

3.  Schools of education play an important role in consolidating the planning and

     training system of teacher education.

     The ecosystem of the teacher education training system includes selection, education and training, as well as staffing, retention and promotion. That is a whole teacher education and planning system.

Schools of education are a subsystem, and the system at TUE is composed of a further 4 subsystems: diversity, flexibility, openness and rapid activation of operations. To consolidate the planning and training system of teacher education, it is necessary to integrate these four ecological subsystems.

4.  The development of education requires a supporting network and regional

     resource center of teacher education.

     Education is the duty of local government; however, education resources in different counties are distributed unequally. This not only affects the development of education but also enlarges the rural-urban divide. Hence, a central organization is necessary to adjust the resources and assist with the development of professional educational institutions. In light of the demand, TUE takes responsibility for building a bridge for communication between central and local government, setting up a supporting network, and serving as a regional resource center of teacher education.

5.  It is necessary in order to integrate and develop the transformation of schools of education and create

     the new features of non-normal education in academic fields. 

     The transformation and development of schools of education or the opening of departments that are not for teacher training and programs for master’s degrees usually comes later than for ordinary universities, and the teaching resources and space are not sufficient. Hence, it is necessary for TUE to promote resource sharing (including human resources), and resource adjustments in order to develop academic features, and suit different schools.

6.  It is necessary in order to promote the overall competitiveness of schools of

     education and strengthen the institutions.

     Integrating schools of education is helpful in making effective use of basic resources; including the reputation of academic research, reaching international standards, planning of teaching education, improving curriculum and instruction, professional development of educators, learning opportunities for students, etc. Utilizing TUE it will be possible to enhance the quality of students who want to be teachers, and increase the rate of enrollment.

To ensure the implementation of TUE, There are six aims that should be achieved:

1.To develop the paradigm of the university system progressively.

2.To stabilize the national foundation of K-6 teacher education.

3.To implement the long-term development strategy of teacher education from children to elders.

4.To develop education, the humanities, social studies, art and science as major academic features of

   the university system.

5.To increase the opportunities of going abroad and participating in international activities for teachers

   and students; to elevate international competitiveness.

6.To integrate the education resources for fostering students who can use their talents to contribute to our

   society in the future. 


[1] University of Taipei was previously Taipei Municipal University of Education. It was established by merging two existing campuses in Taipei City on August, 2013.    

[2] National Pingtung University was previously National Pingtung University of Education. It was established by merging with the National Pingtung Institute of Commerce on August 1, 2014.
